We were celebrating my sisters 16th birthday, luau style. We made the cupcakes and let them cool. Then, we cut a small hole in them. After that, we iced them and coated them with crushed graham crackers. Then, we took jello, after it had started to get firm, and filled the holes in the cupcakes to make it look like water. Finally, we added the little toothpick umbrellas. You can also make tiny fondant flip flops if you're not pressed for time!
